Enjoyed this – a lot of neat constructions and some sneaky definitions. The online Special instructions mentioning a correction to the clue for 9 down also brought a smile [9 across now reads “worthy committees”]. Favourites were 3dn and 13dn. Thanks to Nutmeg.
